More than half of urban areas is privately owned; these are businesses and homes. Industrial sites are traditionally very paved. Unfortunately more and more private gardens are being paved over. More education about the importance of greenery in the city can help offset this trend. Requiring residents to disconnect the runoff from gardens from the sewer system (Belgium) and taxing paving (Germany) can also help.
